A significant 100-hectare central business district is set to rise within Clark Freeport Zone in Pampanga, as its master plan is targeted to be completed in 2026. Dubbed as the Bonifacio Global City (BGC) of Northern and Central Luzon, Clark Central Business District (CBD) aims to serve as a contemporary commercial and lifestyle center, strategically enhancing the development of New Clark City in Tarlac and establishing the Philippines as a significant contender in the ASEAN economic arena.

The Clark CBD aims to establish itself as a lively commerce, entertainment, and entrepreneurship hub as well as attract local and international enterprises by providing cutting-edge infrastructure and facilities.

The development boasts a prime location that ensures effortless access to key transportation networks, notably the Clark International Airport, the Subic-Clark-Tarlac Expressway, and One Clark Boulevard. This strategic positioning significantly boosts its attractiveness as a leading hub for investment and business activities.

President Ferdinand Marcos Jr. in 2024 led the inspection of the P8.28 billion 20-kilometer One Clark Boulevard (formerly Airport to New Clark City Access Road), which reduces travel time from Clark International Airport and New Clark City from one hour to 20 minutes, toll-free.

“This is a key component in boosting the Clark Metropolis as an investment and tourism destination. It aims to enlarge Clark’s profile in the global investment map,” President Marcos said.

The development of the Clark CBD aligns with the overarching vision for New Clark City, a project that began in 2016. The Bases Conversion and Development Authority (BCDA) plays a pivotal role in leading this initiative, which aims to foster a sustainable and resilient urban environment.

The Clark CBD is a crucial element of this vision, showcasing the government’s dedication to enhancing infrastructure and promoting economic development in the area.

“Gusto naming gumawa ng next BGC pero mas Maganda. We’ll call it Clark Central Business District and it will create more than 170,000 jobs,” BCDA president and CEO Joshua Bingcang said.

As of January 2025, the Clark CBD is undergoing its initial development phases. BCDA said it aims to complete the master plan of the project by 2026. The anticipated completion of the Clark CBD will invigorate economic activity, generate job opportunities, and improve the overall business climate in the region.

There is a palpable sense of optimism among stakeholders regarding the ongoing development of the Clark CBD. Senator Mark Villar, who leads the Senate Committee on Government Corporations and Public Enterprises, underscored Clark’s promise as a significant growth driver for Central Luzon and the nation. He highlighted that completing essential infrastructure projects like the airport and railway would establish Clark as a vital player in the nation’s development efforts.

The BCDA has garnered recognition for its dedication to sustainable development efforts. In July 2022, the Urban Land Institute (ULI) Philippines highlighted New Clark City as a benchmark for sustainability, emphasizing its commitment to sustainable principles in urban planning. The acknowledgment highlights the CBD’s adherence to international benchmarks for sustainable urban growth.

The Clark Central Business District marks a pivotal advancement in the Philippines’ economic landscape. Thanks to its advantageous location, significant financial backing, and dedication to sustainable practices, the Clark CBD is set to emerge as a pivotal force in the ASEAN economic arena.
