The addition of modern wastewater treatment facilities and thoughtfully designed boardwalks marks the beginning of a new chapter for Puerto Galera.
Puerto Galera, a jewel of Oriental Mindoro and one of the country’s top tourist destinations, is now considered a leading example of sustainable tourism, following the installation of state-of-the-art wastewater facilities and the upgrade of its boardwalks, revitalizing further the island’s natural beauty and all the more boosting its tourism potential, ensuring a sustainable future for both its people and environment.
The project, completed under the Marcos Jr. administration, focuses on improving the island’s water infrastructure to meet the growing demands of its residents and tourists, which include the construction of the modern wastewater treatment (SWTP) and the installation of new pipelines and reservoirs aimed at improving the water distribution across the island, addressing historical issues of water scarcity.
Complementing the water infrastructure improvements are the newly constructed boardwalks that wind along the coastline, aesthetically providing visitors with scenic routes and the needed accessibility and safety.
The Puerto Galera Wastewater Management System was recognized as “One of the Ten Outstanding Local Governance Programs in the Philippines” in an award ceremony in Malacanang Palace on October 25 with President Marcos.

The President’s Call
PBBM reiterated that “this project is not just about improving infrastructure but rather improving lives,” as he emphasized the importance of sustainable tourism development, balancing economic growth with environmental protection.”
“We want to ensure that Puerto Galera remains a pristine paradise for generations to come while also providing opportunities for its people to thrive. This initiative creates jobs, empowers the local community, and strengthens the economy of Oriental Mindoro,” the Chief Executive added.
The project has provided employment opportunities for local residents during the construction phase and will continue to support local businesses through increased tourism.
The upgraded water facilities and the new boardwalks are expected to significantly enhance the overall experience for tourists visiting Puerto Galera. The improved water infrastructure ensures a higher standard of hygiene and sanitation, while the boardwalks offer safe and enjoyable access to the island’s stunning beaches and natural attractions.
Complaints of poor water waste disposal and exposed wastewater pipes along the shoreline prompted the construction of boardwalks since these can cause serious environmental issues and were eyesores for visitors. These pipes were often seen during high tide, ruining the area’s natural beauty, harming marine life, driving away tourists, and affecting local livelihoods.

The modern sewerage and wastewater treatment plant ensures that wastewater is properly treated before discharge, protecting marine ecosystems and maintaining water quality.
The P288 million project funded by the Tourism Infrastructure and Enterprise Zone Authority (TIEZA) and implemented by the Department of Public Works and Highways (DPWH), addressed these issues.
TIEZA funded and monitored the construction of the modern sewerage and wastewater treatment plant (SWTP) and the boardwalks at White Beach and Sabang Beach, while DPWH carried out the construction. The SWTP ensures that wastewater is properly treated before discharge, protecting marine ecosystems and maintaining water quality.
The new boardwalks serve a dual purpose: conceal the previously exposed wastewater pipes and act as coastal barriers to prevent tidal erosion. Designed with both functions and aesthetics in mind, the boardwalks blend naturally into the surroundings, enhancing the overall beach experience.
At Sabang Beach, known for its lively atmosphere and vibrant dive sites, improper wastewater management had been a persistent problem. The new facilities have addressed this issue, creating a cleaner and more welcoming environment for tourists and locals.
White Beach, on the other hand, celebrated for its family-friendly vibe, now features improved infrastructure and recreational spaces, enhancing the experience for visitors.
The changes brought by the project have transformed Puerto Galera. The previously exposed pipes are now hidden beneath well-designed boardwalks, giving visitors an unobstructed view of the sea. Tourists can stroll along the shore, relax on the sand, and enjoy the iconic sunsets without any distractions.

Puerto Galera must remain a pristine paradise for generations to come while also providing opportunities for its people to thrive.
Looking Ahead: A Model for the Future
The addition of modern wastewater treatment facilities and thoughtfully designed boardwalks marks the beginning of a new chapter for Puerto Galera. Cleaner, safer, and more inviting beaches now welcome tourists and locals, creating a revitalized destination that balances natural beauty with sustainable development.
Visitors returning to White Beach and Sabang Beach will find a destination that blends ecological care with modern infrastructure. The projects demonstrate that development and environmental conservation do coexist, creating long-term benefits for local communities and the ecology. (PBS)
